How small is small?

Fair question. I think we should only allow women to answer the question, but by watching at pictures where the cock is compared to an object they know (so that they have an impression to the size) or only one more picture showing girth and length using measuring tape etc. ... Then only by knowing this we can find out what is considered small from the women and what not. If they were about to state the numbers right away, the answer is not valid enough.

This is also important when designing educational material like I plan here (integrated in erotic stories later):
