Assuming an equal split between men and women, and assuming that NO children existed currently, everyone starting from 0, and assuming that each half of each race is having children at the same rate:

7.5% black male
7.5% black female

36.5% white male
36.5% white female

There's no way that 1% of white females (.0365%) would out produce the other 99% of white births. The physical numbers are simply too great to achieve that result.
