You literally took the words from my brain, I was about to suggest the same thing. Control could be shared with other app users, shocks would be delayed, perhaps with penalties, if the wearer was in a situation where safety would be a concern: driving, performing surgery, etc. Also could be tied to the key holders biometrics and provide shocks automatically when they orgasm.

Toss in an app ready shock collar, remote inflatable/vibrating/electro shock plug and you’ve got a full service app.
