Perhaps another take on the societal shift would be even milder idea vs @CagedRagedWhiteboi's - some sort of the virus which robs white man from ability to have any type of aggression or and assertiveness, with inability to confront anyone (affecting their career, live, interaction with adults and kids around) and how women of all ages and Black Man would explore this, and how white men would have to adapt to be protected in the new redefined world. Just to make it interesting that could happen slowly between first and last cases when everyone is converted would take months or even years

Here is a thought, if you want a governmental body to be enforcing this, then what about what water filters right before the pipe hits the house that inject alcohol enzymes that break down testosterone and turn it into estrogen. Women would not be affected and chlorine can’t kill it.
